Tools
6| Parameter | Type | Required | Description |
|---|---|---|---|
| page | integer | No | Page number (1–10,000). |
| text | string | No | Full-text query. Supports AND/OR, "quoted phrases", and stemming. Omit for a title search or a listing. |
| year | integer | No | Calendar year (also for pre-1963 Acts numbered by regnal year). Not combinable with year_from/year_to. |
| as_of | string | No | Point in time YYYY-MM-DD: only legislation as it stood on that date (items not yet enacted or made are excluded). Omit for current law. Cannot combine with extent. |
| limit | integer | No | Results per page (1–50). |
| title | string | No | Words that must all occur in the title. For a known short title or citation, uklaw_lookup_citation is exact. |
| types | array | No | Type codes (ukpga, uksi, asp, eur, …) and/or groups (all, primary, secondary, eu-origin, draft). "all" covers UK and EU-origin legislation, excluding drafts, and absorbs any other value. uklaw_list_reference topic types lists the codes. |
| extent | array | No | Geographical extent: england, wales, scotland, ni. An item matches when one of its provisions extends there. Cannot combine with as_of. legislation.gov.uk has not recorded provision-level extent for many recent items, so an empty result does not prove nothing extends there. |
| year_to | integer | No | Latest calendar year of a range; the other bound may be omitted. |
| year_from | integer | No | Earliest calendar year of a range; the other bound may be omitted. |
| extent_match | enum | No | Used only with extent. applicable: a provision extends to any given extent; exact: a provision extends to exactly that set.applicable | exact |

Features
Built on @cyanheads/mcp-ts-core: stdio and Streamable HTTP transports, pluggable auth (none / jwt / oauth), swappable storage (in-memory, filesystem, Supabase, Cloudflare KV/R2/D1), structured logging with optional OpenTelemetry tracing.
legislation.gov.uk-specific:
- Keyless client for legislation.gov.uk's API: CLML XML for documents, Atom feeds for search, effects, and the Publication Log
- Follows legislation.gov.uk's fair use policy: an identifying User-Agent on every request, one process-wide queue that spaces request starts (1 second apart by default) and adopts a longer robots.txt crawl delay set for this server, up to 60 seconds, and at most 4 upstream requests per tool call within a 45-second deadline
- Process-wide response cache, with lifetimes taken from upstream
max-age(capped at one hour) andIf-Modified-Sincerevalidation - Citation shorthand (
s. 45(2)(f),reg. 5,Sch. 2 para. 3) normalized to provision paths; pre-1963 regnal paths and Welsh-language text (language: "cy") supported - PDF-only items are linked, never fetched, as legislation.gov.uk's robots.txt requires
Agent-friendly output:
- Every document read returns its editorial status with the text (
editorial.document_status,caveat,outstanding_effects) and theunapplied_effectstouching it, so the caller can tell when the revised text is behind on amendments uklaw_lookup_citationreturns a miss asfound: falsewithguidanceorcandidates, not as an error- Each tool's typed error reasons (
provision_not_found,version_not_found,regnal_item, …) carry a recovery hint naming the next call - Every response that returns legislation includes
attribution, the licence lines its content needs (see License) - Upstream text is treated as data: legislation text, annotations, and effect notes are blockquoted in
content[], inline values are escaped, and URIs are percent-encoded
Getting started
Public Hosted Instance
A public instance is available at https://uk-legislation.caseyjhand.com/mcp — no installation required. It serves Streamable HTTP; each client takes its own config shape.
For Claude Code:
claude mcp add --transport http uk-legislation-mcp-server https://uk-legislation.caseyjhand.com/mcp
For Cline (cline_mcp_settings.json):
{
"mcpServers": {
"uk-legislation-mcp-server": {
"type": "streamableHttp",
"url": "https://uk-legislation.caseyjhand.com/mcp"
}
}
}
For Cursor (mcp.json):
{
"mcpServers": {
"uk-legislation-mcp-server": {
"url": "https://uk-legislation.caseyjhand.com/mcp"
}
}
}
Claude Desktop adds remote servers under Settings → Connectors.
Every caller of the hosted instance shares one request queue, paced at one legislation.gov.uk request per second under its fair use policy. For sustained use, run your own instance.
Self-Hosted / Local
Add the following to your MCP client configuration file.
{
"mcpServers": {
"uk-legislation-mcp-server": {
"type": "stdio",
"command": "bunx",
"args": ["@cyanheads/uk-legislation-mcp-server@latest"],
"env": {
"MCP_TRANSPORT_TYPE": "stdio",
"MCP_LOG_LEVEL": "info"
}
}
}
}
Or with npx (no Bun required):
{
"mcpServers": {
"uk-legislation-mcp-server": {
"type": "stdio",
"command": "npx",
"args": ["-y", "@cyanheads/uk-legislation-mcp-server@latest"],
"env": {
"MCP_TRANSPORT_TYPE": "stdio",
"MCP_LOG_LEVEL": "info"
}
}
}
}
Or with Docker:
{
"mcpServers": {
"uk-legislation-mcp-server": {
"type": "stdio",
"command": "docker",
"args": ["run", "-i", "--rm", "-e", "MCP_TRANSPORT_TYPE=stdio", "ghcr.io/cyanheads/uk-legislation-mcp-server:latest"]
}
}
}
For Streamable HTTP, set the transport and start the server:
MCP_TRANSPORT_TYPE=http MCP_HTTP_PORT=3010 bun run start:http
# Server listens at http://localhost:3010/mcp
Prerequisites
- Bun v1.4.0 or higher (or Node.js v24+).
- No API key or account is needed. The legislation.gov.uk fair use policy asks non-browser clients to identify themselves, so set
UK_LEGISLATION_CONTACTto an email or URL when you run a shared deployment.
Installation
- Clone the repository:
git clone https://github.com/cyanheads/uk-legislation-mcp-server.git
- Navigate into the directory:
cd uk-legislation-mcp-server
- Install dependencies:
bun install
- Configure environment:
cp .env.example .env
# edit .env and set UK_LEGISLATION_CONTACT as needed
Configuration
| Variable | Description | Default |
|---|---|---|
UK_LEGISLATION_CONTACT | Email or URL appended to the User-Agent so legislation.gov.uk can reach the operator. Set it on shared deployments. | none |
UK_LEGISLATION_MIN_REQUEST_GAP_MS | Minimum gap between upstream request starts, in ms, across the process; 250 at least. A longer robots.txt crawl delay for this server's User-Agent raises it. Replicas sharing one User-Agent divide the fair use limit, so use at least 250 ms × replica count. | 1000 |
UK_LEGISLATION_CACHE_MAX_MB | Response cache size bound, in MB (8–1024). | 64 |
MCP_TRANSPORT_TYPE | Transport: stdio or http. | stdio |
MCP_HTTP_PORT | HTTP server port. | 3010 |
MCP_HTTP_HOST | HTTP server host. | 127.0.0.1 |
MCP_SESSION_MODE | HTTP session mode: stateless, stateful, or auto. .env.example and the Docker image set stateless. | auto |
MCP_AUTH_MODE | Authentication: none, jwt, or oauth. | none |
MCP_LOG_LEVEL | Log level (debug, info, warning, error, etc.). | info |
LOGS_DIR | Directory for log files (Node.js only). | <app-root>/logs |
OTEL_ENABLED | Enable OpenTelemetry. | false |
See .env.example for the full list of optional overrides.
Running the server
Local development
-
Build and run the production version:
# One-time build bun run rebuild # Run the built server bun run start:http # or bun run start:stdio -
Run checks and tests:
bun run devcheck # Lints, formats, type-checks, and more bun run test # Runs the test suite
Project structure
| Directory | Purpose |
|---|---|
src/index.ts | createApp() entry point: registers the six tools; setup() reads robots.txt and builds the pacer, response cache, client, and service. |
src/config | Server-specific environment variable parsing and validation with Zod. |
src/mcp-server/tools/definitions | Tool definitions (*.tool.ts), plus the shared input/output schemas and Markdown rendering helpers. |
src/services/legislation | legislation.gov.uk service layer: HTTP client, response cache, citation and provision-path parsing, CLML and Atom parsers, reference data, attribution. |
tests/ | Unit tests mirroring src/, run against recorded CLML and Atom fixtures. |
Development guide
See CLAUDE.md for development guidelines and architectural rules. The short version:
- Handlers throw, framework catches — no
try/catchin tool logic - Use
ctx.logfor logging andctx.failwith a declared reason for expected failures - Register new tools in
allToolDefinitionsinsrc/mcp-server/tools/definitions/index.ts - Wrap external API calls: validate raw → normalize to domain type → return output schema; never fabricate missing fields

From what the protocol is to installing your first server, these answers cover most first questions.
An open protocol that defines how AI applications connect to external tools and data in a uniform way. Clients talk to the model; MCP servers provide tools, resources and prompt templates. They exchange standard messages, so one server can be reused by many clients.
