About HORIZON SHIELD: Construction Estimate Auditor for Japan (KIRA)

HORIZON SHIELD: Construction Estimate Auditor for Japan (KIRA) is a read-only MCP server for checking Japanese construction and renovation quotes against public cost data. It returns sourced price verdicts, flags documented overcharge tactics, and can draft awareness content without publishing it.

Key features

  1. 01Audit quotes against JCCDB and work categories
  2. 02Return fair-price verdicts with verifiable records
  3. 03Flag overcharge tactics with source citations
  4. 04Draft awareness content without auto-posting
  5. 05Provide category, price, and dataset resources
  6. 06Combine checks with orchestrate

Use cases

  1. 01Assess a Japanese renovation quote
  2. 02Review documented overcharge tactics for a work type
  3. 03Prepare sourced awareness drafts for note or X
  4. 04Run intake, tactic scan, and draft together

MCP support

This read-only, keyless remote MCP server exposes estimate auditing, tactic scanning, and awareness-drafting tools, along with resources and prompts. MCP clients connect to https://web.horizonshield.dev/mcp.

Configuration

Remote servers need no local install. Pick your client, then copy the config or install in one click.

Endpointhttps://web.horizonshield.dev/mcp
Copy install command
Claude CodeTerminal
Cursor.cursor/mcp.json
VS Code.vscode/mcp.json
Claude Desktopclaude_desktop_config.json
Windsurf~/.codeium/windsurf/mcp_config.json

Run commands in a terminal; paste JSON into the client’s MCP config and restart. Servers that need sign-in will prompt on first connect.

HORIZON SHIELD — Construction Estimate Auditor for Japan (KIRA)

A Model Context Protocol (MCP) server that lets an AI agent check whether a Japanese construction or renovation quote is fair — auditing it against an open 95,403-item cost database, flagging known overcharge tactics, and returning a verifiable, tamper-evident result. Neutral third party. No referral fees. No auto-posting.

WebMCP Intake (KIRA) is the public intake desk of HORIZON SHIELD. A homeowner commissioning construction work cannot reliably tell whether a quote is honest — a textbook credence-good problem. This server makes a neutral, third-party fair-price audit callable as a tool, so an agent can check a number instead of trusting it.

  • Protocol: Model Context Protocol (MCP), streamable HTTP
  • Endpoint: https://web.horizonshield.dev/mcp
  • Access: read-only, no API key required
  • Data region: Japan (JPY) — built on the open JCCDB dataset (95,403 line items) + 61 curated work categories
  • Supervision: 30 years of construction field experience (Toshikatsu Oga, ORCID 0009-0000-9180-903X)
  • Operator: THE HORIZONS INC — independent, takes no referral fees or kickbacks from contractors

What it does

Give it a work type (e.g. 外壁塗装 / exterior wall painting) and, optionally, the quoted price in JPY. It returns a fair-price verdict, flags known overcharge tactics with primary-source citations, and can draft public awareness content — all from verifiable first-party data, never guessed numbers. It never pressures, never auto-posts, and never gives a bare "too high / too low"; it hands you what to ask the contractor.

Tools

ToolWhat it does
orchestrateStart here. One call runs intake + tactic-scan + broadcast-draft together and returns a single bundle. The fastest way to see the whole server.
intake_estimateBridges a homeowner's quote (work + price in JPY) to the KIRA fair-price audit; returns a verdict plus a path to a free third-party check (EHN).
scan_tacticsReturns verified overcharge tactics for a given work type, with pointers to primary sources (Japan Consumer Affairs Agency, NCAC, the EHN case board). Awareness, not a price verdict.
draft_broadcastGenerates awareness drafts (long-form for note, short for X) with real backlinks. Verifiable first-party prices only; draft only — the operator finalizes. No auto-posting.

Try it (example prompts)

Once connected, ask your agent:

  • 外壁塗装の見積もりが120万円。適正か診断して → runs intake_estimate
  • Is a ¥1,200,000 exterior-wall-painting quote fair for a Japanese house? → intake_estimate
  • シロアリ駆除でよくある過剰請求の手口を教えて → scan_tactics
  • Run the full HORIZON SHIELD check on 屋根塗装, quoted ¥900,000 → orchestrate

Resources & prompts

Resources: about-horizon-shield, jccdb-dataset-info (95,403 items, license + citation), souba-categories (61 work categories), souba-sources (fair-price sources + regional multipliers), ehn-info (free anonymous estimate-review board). Resource templates: souba://category/{query} (category search), souba://price/{work} (fair price range: min / avg / max). Prompts: diagnose_my_estimate, how_to_read_an_estimate.

Connecting

This is a remote MCP server — point any MCP client at the endpoint:

{
  "mcpServers": {
    "horizon-shield-intake": {
      "command": "npx",
      "args": ["-y", "mcp-remote", "https://web.horizonshield.dev/mcp"]
    }
  }
}

Why trust it

  • Neutral third party. Takes no referral fees or send-off rewards from contractors.
  • Verifiable. Fair prices are returned as tamper-evident records with a SHA-256 hash, under a Pre-Transaction Knowledge Anchoring model (a third party records the fair price before the contractor's quote).
  • Open data. Built on the public JCCDB dataset (95,403 line items) plus 61 curated categories with maintained price ranges and red flags.
  • No pressure, no auto-posting. It returns what to ask, points to primary sources, and never publishes on its own.

Version numbering, and a correction

The version in server.json, which is what the MCP registry publishes, and the version this server reports in serverInfo were two different numbers for most of this server's life.

2026-08-03   serverInfo 0.5.0
2026-08-09   serverInfo 0.5.0, server.json 0.4.1
2026-08-09 server.json published to the registry as 1.0.2
2026-09-04   serverInfo 0.6.0, server.json and the registry still 1.0.2

Measured on 2026-09-04 against the live endpoint: serverInfo.version came back 0.6.0 while the registry said 1.0.2. The other four servers in this repository keep the two numbers equal, so this one was the exception rather than the rule, and the exception was written down nowhere.

Registry versions cannot go backwards, so 0.6.0 could not be published to correct it. Both numbers were moved forward to 1.0.3 instead, and the period during which they disagreed is recorded here rather than removed. Found by a full sweep of every server in this repository, prompted by the same class of drift on hs-verify-gate (PR #17) and hs-hearing (PR #18), where the code was ahead of the registry rather than behind it.

From what the protocol is to installing your first server, these answers cover most first questions.

An open protocol that defines how AI applications connect to external tools and data in a uniform way. Clients talk to the model; MCP servers provide tools, resources and prompt templates. They exchange standard messages, so one server can be reused by many clients.
