About Open Quality

Open Quality is a read-only MCP server for coding agents working with healthcare quality measures. It provides measure artifacts alongside provenance, licensing, and known interpretation issues.

Key features

  1. 01Search measures by CMS ID, title, steward, or package
  2. 02Read measure metadata and known issues
  3. 03Retrieve raw CQL, SQL, or FHIR artifacts
  4. 04Fetch CRMI artifact Bundles
  5. 05See source commit and package license

Use cases

  1. 01Find a measure using its CMS ID or title
  2. 02Inspect the provenance and license of a measure
  3. 03Review interpretation issues before implementation

MCP support

Exposes search, measure metadata, artifact retrieval, bundle retrieval, and known-issue tools to MCP clients. It is available as a hosted Streamable HTTP endpoint or locally over stdio.

Configuration

Remote servers need no local install. Pick your client, then copy the config or install in one click.

Details

From the project README

@openquality/mcp

A read-only MCP server for the Open Quality corpus of healthcare quality measures. It gives a coding agent a measure's CQL, SQL or FHIR artifacts together with their provenance, license and known interpretation issues.

Hosted, no install

https://openquality.us/mcp

Streamable HTTP, no account or key. Client configs: openquality.us/mcp-setup.

Local, over stdio

npx @openquality/mcp # GitHub, main
npx @openquality/mcp --ref <sha> # GitHub, a fixed commit
npx @openquality/mcp --root <clone> # a local clone, no network

Tools

ToolReturns
search_measuresPackages matching a CMS id, title words, steward or package id
get_measureLicense, provenance, value set references, file list, known issue summaries
get_artifactThe raw text of one file a package lists
get_bundleThe CRMI artifact Bundle, the shape $package returns
known_issuesInterpretation issues, defects and test cases, with their full text

Every result ends with the commit it was served from, the package license, and the content policy. Value sets are referenced, never embedded. CPT display text is removed. Packages are repackaged copies, not authoritative publications.

Open Quality is not a measure steward and is not affiliated with or endorsed by CMS, NCQA, or HL7. Tooling MIT; measure content keeps the license its package declares.

New to MCP?

From what the protocol is to installing your first server, these answers cover most first questions.

An open protocol that defines how AI applications connect to external tools and data in a uniform way. Clients talk to the model; MCP servers provide tools, resources and prompt templates. They exchange standard messages, so one server can be reused by many clients.
