Shared infrastructure for the Beisen HR CLI. This Skill is a prerequisite for all beisen-* domain Skills. It provides CLI installation checks (run only at the first conversation in a session), SSO authentication (triggered as needed by the CLI returning HTTP 401 + CLI_AUTH_005), identity and permission guidance, a high-risk operation gate protocol (exit 10, effective after write methods go live), HR data classification and display policies, a JSON output contract, and general error-handling policies. When any beisen-* Skill is triggered, this Skill must be read first to ensure the environment is ready.
