Use mtng-tools-vue skill (as well as the skills it references) to begin building (or changing) Vue component or composable as specified in ./spec/README.md for a Vue component or composable.

All important requirements must be specified in ./spec/README.md.

If additional requirements are discovering in the agent building process and human interaction already exists, ./spec/README.md must be updated.
