Use to build a new recipe end to end, fix an `environmentRecipes` entry in `orca.yaml`, scaffold provider lifecycle scripts, or resolve an `orca vm recipe doctor` failure. Use `orca-cli` for ordinary worktree and workspace creation when no recipe is involved.

Install
