TC startup-state archiving tool. Use when the user says "/tc-state", "save this startup judgment", "remember the current plan", "restore the last TC progress", "continue the last startup question", "list TC archives", "generate a phase report", or explicitly asks to hand redacted market evidence to a TC knowledge candidate. Saves confirmed questions, judgments, actions and evidence locally, or exports local candidates after authorization each time; it never uploads automatically and never stores sensitive raw text on the user's behalf.
