关于 costheta
costheta-verify 是用于验证 costheta 决策证书的公开验证器，可检查证书哈希及两种密码学签名，并对照 costheta.dev 发布的公钥。

详细介绍
costheta-verify
用于 costheta 决策证书的公共验证器。
验证：证书正文的规范哈希、Ed25519 签名（RFC 8032）和 ML-DSA 签名（FIPS 204），并与发布在 costheta.dev/keys 的公钥进行核对。
代码即将发布。证书格式（v0.3）详见联邦提案：https://github.com/costhetadev/federation-proposal
