数据平面与密钥管理

在共享 Postgres 上新增 hitl.* 架构（hitl.tickets）；此服务不会更改 kg.* 和 gtins.*。

连接字符串仅存储为 Container App 密钥。 它不会提交到代码库、不会写入部署文件、不会回显，也不会记录到日志中。应用代码只读取 process.env.DATABASE_URL，不读取其他内容——参见 server.js 和 console.js。部署文档仅将 DSN 作为占位符引用。经完整历史记录凭据扫描验证：没有任何明文密钥值。
