关于 orchestration

协调受监督的 Orca 工作线程：线程消息、阻塞式提问／回复、任务分派、等待 worker_done／升级处理、任务 DAG、决策关卡、协调器循环，以及将工作拆分给多个 Agent。完整移交所有权时使用 `orca-cli`，包括“hand off”“handoff”“handover”“give this to another agent”“another worktree”；但若用户要求监督、监控或协调 DAG，则使用本工具。终端控制、轻量终端提示词、shell 命令、Orca worktree 管理以及读取或等待终端也使用 `orca-cli`。
