关于 spec-manage

创建规格、描述现有项目、在行为变化时更新已约定的契约，或对照实现审查规格。根据意图和证据推断 spec-init、spec-onboard、spec-update 或 spec-review。对已授权实现变更的规范部分使用 spec-update；代码和用户文档保留在各自的步骤中。在完成会改变实质行为、兼容性或安全边界的已授权变更后，若 specs/ 存在，则自行激活；此触发由该技能拥有，无需项目指令。俄语发现词：спецификация проекта、обновить спецификацию、проверить спецификацию。
